A Tree Preservation Order (TPO) is a legal mechanism used by local planning authorities (i.e. your local council) in England to protect specific trees, groups of trees or woodlands that are deemed to have significant amenity, environmental or historic value.
When a tree has a TPO on it (or is in a protected area), it becomes an offence to:

In other words: even though the tree might be on your private land, you don’t automatically have the right to do whatever you like to it if it’s protected.
